"So you are Elliot.  I've heard a lot about you recently.  Some of it sounds like a tall tale to be honest," said a compact man, with skin so dark that Elliot thought it almost looked blue.  His eyes squinted up at Elliot good naturedly though.  "I'm Anan, I represent the Northern African Empire on the Council.  A pleasure to meet you," he said, holding out his hand.

"The pleasure is all mine, Councilor.  Is that what I should call you?  I'm a little unsure of the rules outside of my own nation," Elliot said with an easy smile. He gripped the smaller man's hand, but was unsurprised to feel an immensely strong grip.

"Hmm, Councilor  has a nice ring to it.  I always thought 'Emperor' was a little over the top, considering how small each of our nations are," Anan said, but there was sadness in the way his gaze dropped and his tone changed.
