The city nation was now Earth's smallest Empire. It wasn't a big change for it, as, over the millenia, it had cultivated a reputation for neutrality and negotiation. In different eras it had been lauded, or vilified, for its ability to bend like high grass and survive the storms that destroyed other cities and nations.
Galaha chose it as the planet side seat of his power, and turned all of his human resources to research and development of orbital technologies. Several nations worried about improving human performance, one was doing cutting edge weapons research, and many were training and innovating on tried and true technology. Galaha knew that it would all start in space. The world could be lost before the Earth bound units were even mobilised.
