In deep interpretation, this person is unaware of what is around or didn't know this would happen and found themselves trapped.
Around the person are eight swords, they have the weaponry but cannot use it due being held back. Also in the background of this card is a kingdom.
They have been taken from wealth, or this could be interpreted as a set up. Take the video game Skyrim and real life. In Solitude, when first get to the city, a man is being executed and most of the city is aware of this happening.
This person could be standing trial for a wrong.
Under the feet is water. Something very small my be blood or tears.
Water is symbolic [Google]: representing wisdom, power, grace, music, and chaos.
Water is important on the basic level that we need it to live. To have this person standing water, is as if saying they have no survival.
They cannot escape the situation.
