The Gandor kingdom, being the head camp for the army of the Blaze Lands was under strict security protocols. The only martial artists that could be seen wandering out in the open were those of the Blaze Lands, and if anyone else was caught, they would be arrested and flogged. Even the mortals that resided in the Gandor kingdom weren't at liberty to move around as they pleased. The only exception for them was that they were mortals and they could pose no threat to the fierce army of the Blaze Lands.
