Zaen was standing near the entrance of the second basement and he was not a fan of what he was seeing. Ravener said that the place was heavily guarded... however, it was the biggest understatement in history. There was no way Zaen could have passed through all that security without fighting all the 100 impounders who were stationed there.
Also, even if he somehow managed to make it all the way down there, how was he supposed to get everyone out? It wasn't like he had transportation waiting for them. It was supposed to be simpler than this. He just had to get in, check if his father was there or not and if he was, then rescue him and get out. That's it. No additional plot-twisting drama.
