When he finished talking, Yushu was expecting his Lords to join him. He felt like he had given a good speech to convince everyone, yet no one was convinced. One after the other started to get out of the council meeting until it was just Yushu and his generals, with no support from any Lord or nobel.
As a King, he knew better where his powers had limits. The Lords and nobels are what made the kingdom, he can rule them but he couldn't force them to do what he wanted - hence he knew he had to come up with other plans.
One of the wisest old men, Lord Ting touched Yushu's shoulder before leaving the council meeting "Failing once doesn't mean you weren't brave, and going on again knowing you will lose, that's stupidity. I hope you make the best decision Your Majesty" he said to Yushu then went on his way.
