After Doctor Sheffield sent Francisco alongside the other gang members to get the Cross from us, she didn't expect them to be successful in retrieving it and nor did she have hopes of getting it. Hence she was so sad sitting on top of the big boat drinking her red wine with grapes, she was trying to calm herself down and hope for the better. The remaining ten gang members were at the boat guarding it and making sure no one disturbs the doctor or ambushes her, those were their orders although they didn't know how to help Doctor Sheffield from worrying too much, that only she could do it.
