The law for both sections would be relatively stable with the divide of the system. This was when the circumstances were normal and a daily life occurrence. But the system I created had a third face to it. The bridge that would join the two sections of my kingdom. This would be in place to settle disputes that happened when the opposing parties would be from the two sections of the society. 

The ones to judge these cases would not be any of the ones that had been assigned for this department or the panchs nor the Townhead's. Whenever such a case arises in an area in the future, they would report them to either the teachers that had been appointed by me in their area (the ones who had decided to follow my arrangements instead of pursuing their own welfare) or the captain of the police force that was being established in every village and town in the absence of a teacher for the area.
