Important drivers of a nation's growth such as innovation depended on a people's self-thought. The country's development would slow if government had to control and drive everything without the people making the effort themselves to turn what they had to wealth themselves.
Dirara wanted to shatter the decades of subservience by showing her people they were the masters of their own fates.
This sounded like a noble cause, however, many people will die. The kind of revolution Bazaar required would not happen without blood, either from the regime or the rebellion.
