Both Jack and Robert/ Bob agree with Rosanne's guess. Because, there were no tarot cards. And, there were no specification of how those knight cards were placed. It was obviously not used for tarot card's usual function, which is fortune telling.

"Well, the police are the ones who will find the note on the scene, obviously." Robert says.
"Or news reporters if that is something the Public Information Officer wants to put out there."
"Actually, NYPD currently doesn't have an official Public Information Officer. I'm actually kind of the P. I. O.," Rosanne says, "I usually discuss with the Police Chief or the detectives in charge to decide what will be revealed to the news media." Rosanne then looks at Robert.
"Don't look at me. Ask the Police Chief. I don't want to be the one deciding that."
