It was believed that the Imperial Family and the Parliament were two independent governing bodies. They had their own constitutions, differing in the way of governance altogether. 

The Parliament dealt mostly with the economic concerns of the Empire. 

Establishing centers of commerce in each fief; giving opportunities to citizens who want to start their own businesses; negotiating with other nations; opening trade with merchants who came from other nations; these were the fundamentals. 

More than half a billion people lived in the Etheros Empire. Tourism barely contributed five percent to the economy. That's why the Empire wasn't keen on attracting tourists. 

Having said that, the Parliament saw to it that only individuals visiting for business could enter the Empire without having any visa. Said individuals would still have to be screened together with the documents they had submitted.
