Every year, the council would release the top ten performing Meisters for every rank aside from the Mentors and Grand Meisters.
If the Meisters belonging in the top ten retained their places over the next year, they would be given the chance to advance one rank higher. They only needed to pass the performance test issued by the Council.
The reason why the Mentor Meisters weren't bound by this rule was that the rank of Grand Meister could only be acquired by winning the 'Meister Clash'.
As stated in the main story, the Meister Clash was the ultimate goal of the players of this game. Given enough time, Aectaeon would be in pursuit of the rank of a Grand Meister as well.
"If he's in your contacts, call him this instant. I have something for him." Aectaeon said, slamming his hand on the table which startled Yulervan.
"We-- well, we're not that close, you see."
