This was because, in earlier times, technology was still underdeveloped. No one would know if there were Espers around. They would just treat any abnormality as a supernatural incident.

The earliest time this strange Snake Race appeared was at the end of the Qing Dynasty.
Legend had it that this race ate snakes as food and was immune to all poisons. They lived in the deepest parts of the mountains and forests. For some reason, their entire race had mutated and their bodies gradually took on the characteristics of snakes.
