Following the lack of leadership in the organization, only two people possessed the most power: Song Shan and Qin Wenguo. Both people pledged externally that they would do everything they could to uphold Commercial Management, ensuring that it wouldn't fall into total disarray due to the temporary lack of leadership.
At the moment, all potential candidates for leadership were concentrated on Song Shan and Qin Wenguo. Song Shan, frequently active in the public eye lately, was touted the most. Compared to him, Qin Wenguo often praised Song Shan and generally remained less conspicuous. This combination led to a general consensus that the role of Chief Executive in Commercial Management organization would eventually end up with Song Shan.
