Ever since the underground facility was established by President Martin, countless people have been in and out of the facility to serve their punishment. After years of research, the first person to have been successfully punished by President Martin's bizarre ways of torture was Mayor Hall.
Former Mayor Hall was the person behind the ambush of President Martin and Madam Victoria that led to the death of their right-hand men and the reason why they had to fake her death years ago. The former Mayor Hall underwent a series of plastic surgeries to change his physical features and then, later on, underwent surgery to erase his memory.
No one has ever done memory erasure before and only the genius doctors that were hired by President Martin who exclusively works for the Robin Hood Society.
