Carlos never expected that the Robin Hood Society would extract him in his position once his cover is blown up. He had already set his mind that once he had been found out, he would definitely be dead. Coming out alive is not something that he expected.
Carlos was an ex-military. He became part of the Novus Rex with the intention of revenge. He wanted to overthrow Novus Rex and possibly kill Jack Ogden.
Carlos' wife and son were kidnapped by Jack Ogden's men and their organs were taken and sold to the black market. When he found out about it, his wife and son were already in the hospital and suffering from the complications of losing organs. Later on, they died. Carlos made his own investigation and was certain that it was Novus Rex who did it to his wife and son.
Since he was serving in the military at that time, he was not there to protect his wife and son. So he promised them that he will avenge them.
