Mutters and whispers rattled around the court. There was palpable unease. The new minister for defence stepped forward. He was a retired general with some sway in the court. With a puffed out chest, he addressed the Emperor.
"Your Majesty," he said carefully, "Their government isn't stable right now. The nation is recovering from civil unrest. This is the time to take action. We may not have this opportunity again,"
