Eifert is the current leader of the Wolf Fang Association. They are an organization that deals with Haegar's Defense Force.
The organization has four divisions (packs) and they all have their own respective leader. Tasha is one of them as far everyone knows since she is the one leading the pack back into the mirage forest. She is assigned to govern the outer section of Haegar and administer expeditions for the sake of hunting for resources.
Just like how the human Knights work in a single nation, they have their own military forces that protect their own homeland. A nation is required to have at least its own self-defense forces in order to keep the country's existence. A pre-requisite to continue the national order. Invasions and harassments from the other kingdoms often happen when they are gradually ascending to a higher rank. This, of course, stems from greed and how obstinate they are to steal land and goods.
