Haegar is not exactly that closed down from the border of the forest. They might be hiding from behind the mountain but the forest and caves that are surrounding them are open in plain sight. The only protection they have to cover the city was the large inclined hill protruding right through the open field that is adjacent to the mountain. They still need some pavement to get some resources from outside the city.
Wolves lived the same way as humans do. There are those lycanthropes who only stay inside the town in order to be with their family while there are those who willingly go outside to hunt for some food. There are also those who specialized in maintaining their agriculture while the rest are lined up to protect the town from any Dhekaids that might enter at any time.
