The vanguard forces have finally captured the rebels. It didn't have to resort to any continuous violence as they apprehend them. Their job wasn't to eliminate all of the terrorists, but rather, they have decided to take them to custody and question them about the underground civilization. Its nature itself was fundamental to the discovery before the kingdom's establishment.
The higher-ups wished to develop it. Historians from all over the kingdom's inner sector were astonished by the revelation that the Empire from centuries ago still exists and is just hiding underground. They weren't one-sided about the discovery and they formed multiple sections of deliberation experts to investigate the ruined city and preserve whatever is left to the old empire.
