"The higher court are a group of beings whom are hybrids and have lived longer than most of us. They know every law and approve every change that is placed by rulers. They make sure that there are no fights between rulers and if one is deemed unfit, they will remove that person, strip their power and eliminate them as they know too much to easily be overlooked.
