Well, surfing was not just learning to stand on the board while it was floating in the water. There were many rules and proper etiquette that should be observed before riding a board and going to the water.

He chose this spot on the beach because it was the most appropriate spot for beginners to learn. The different parts of the beach catered to the different kinds of levels the surfers were in. The parts dedicated to the professionals were off-limits to the other levels since it was too dangerous for surfers who still lacked certain skills.
