The Thirteen Laws are base on the spiritual energy and Ka Law was giving this power from the last king of Africa there. The Laws is different from the holder and due to Ka Laws ability he can only use three of these Laws but it is possible for someone to use all thirteen but you need to make sure that you are one with your inner self but Ka Law inner self is blocked by someone.
"I need to make sure that I can defeat the elemental beast but I can only use it three times with the ram and then plus I can use bear paw because of the slow reaction time on it and then plus I can't use the lion law if I do then I am out of the fight."
Back at the fight against Reaver and Fury. Fury was trying to fight off against Reaver and then they had attacked each other and Fury had no damage and then Reaver didn't have any damage either but she was ready to defeat this beast and get out of this world.
