Humanity solemnly promises to other civilizations that they will strive to lead every diverse civilization to reach its own individual limit.
The premise of this plan is that humanity must possess not only a strong actual power, capable of maintaining stability and development on a vast cosmic scale, but also that individuals possess a sense of self-discipline and cosmic responsibility, to maintain honesty and empathy when dealing with other races, thus avoiding oppression driven by individual human desires on a small scale.
Humanity will first complete internal governance and integration, forbidding any individual from considering themselves as a Celestial Dragon, and strictly prohibiting the extreme oppression of lower-class civilizations for the benefit of individuals or small groups.
