His official position within the Protector's forces was a mid-level officer. This level wasn't too high or too low; King Aqini's influence wouldn't focus too much attention on this level, yet it was high enough to influence many things at the execution level.
Secluded Crane City was built around the Secluded Crane Knight Order. The local Protector's administrative level wasn't high, mostly dominated by the Scientific Knight Order, with not many high-ranking officers nor any senior executives above the First Heavenly Layer.
By contrast, both the leader of the Secluded Crane Knight Order and his private armed forces possessed combat power above the First Heavenly Layer.
