It was previously used by Jiang He to wipe her sword. She had two cloths, but the other one was too dirty and had been thrown away. A sword must be well maintained, as it is a swordsman's life.
...Of course, that's not the case anymore. The old sword was wrapped in a cloth and tossed under the bed by Jiang He. Now, she only uses a blunt sword for regular practice that didn't get dirty; she would sheathe it right after practice, preserving most of the oil layer on the blade.
