Prologue

In 1945 the Japanese emperor's army surrendered to the allies after the United States bombed the cities of Hiroshima and Nagasaki using atomic bombs code named "Liltle Boy" and "Fat Man". The destruction of the two cities has caused the people there to begin to flee the city. In Nagasaki prefecture, some residents have fled to other areas.  Meanwhile, some residents fled to the southwestern province on an island. The island, which is almost the same size as Singapore, was formerly known as Heiwa, which means peace. And eventually the fleeing population began to develop settlements there.

10 years after the end of the war, a professor from nagano province, Suzuki yusuke has discovered elements that are very different from the elements he once knew.  After some time of research, this element was found to be able to be used to generate electricity in quantities exceeding the available nuclear. And just like nuclear, this element can be used as a weapon. After the research, professor Suzuki quickly proposed this element to be used as a weapon to the government.  But unfortunately on July 1, 1968 Japan together with 189 other countries signed the Nuclear Non-Proliferation Treaty (NPT) agreement in which Japan agreed to use nuclear as a power generator no more than that. Professor Suzuki did his best to convince the government that the element found was not nuclear as signed in the agreement. But the government still insists on not using the element. At that time, in a remote area of ​​Russia there was a cult group that said that the element in the hands of Prof Suzuki was named "Velichestvo" a gift of the gods. They did not hesitate to take the element by force. But before they could do anything, they were captured and hunted down by the Soviet government. Felt the threat to his research Professor Suzuki moved his research center from Tokyo to Heiwa island. In the early 1970s, the standard of living in Heiwa was very rapid. Very stable economy and lack of unemployment. And also the progress in Heiwa is very advanced beating other cities in Japan especially Tokyo. And because of that the leader on the island of Heiwa Danzo Hiroshi proposed to split from Japan. A very radical action. But what is strange is that the people there agree with the proposal. After hearing the motion, the Japanese government vehemently opposed the motion. After hearing this, Danzo and the residents marched in the streets to protest the government's actions. Within days of the protests, the Japanese government sent security forces to control the situation. Meanwhile, danzo suspects that the incoming government carrying the security forces did not control the situation but hurt their desire to become a nation. From there Danzo ordered his followers to fight the security forces. After the order, Danzo supporters began to act violently by provoking security personnel. Since then, Danzo supporters and security personnel have often quarreled with each other. Defense Minister at the time Watanabe was of the opinion that if this continued, there would be a split in the same country at the fall of the Soviet Union. A special meeting was held by Watanabe and Danzo.  In April 1995 the outcome of the meeting was a memorandum that Heiwa remained part of Japan but Heiwa was allowed to govern on his own. For security issues, Heiwa was given the privilege of being allowed to set up their own police force but not for the military.
