From the documents that Anne confiscated from Gene, she saw that he has been hoarding a lot of the hunter commissioners and their supply of zombie nuclei to cut his competitors in Haven. However, the huge amount of Zombie nuclei under his name couldn't be hidden for a long time under the eyes of the government so he put the other stock inside the laboratory instead and tried to make a progress on his research for the alternative fuel with Zombie nuclei.
