The world of hero's and villains

twenty years ago the world leaders where thrown into a panic as an asteroid nearly destroyed earth luckily they destroyed it before it struck however remenets of the asteroid has scattered all over the earth, when people came in contact with theses they though of falling stars, some people felt something different after touching them while others had later reactions, however nobody knew what this feeling was until a criminal found something impossible to think about, he could pull and repel metels like a magnet, and the more he used it the stronger and easier it got to use, the first though he had was full of greed. That was the day the world was thrown in utter confusion, he went to rob a bank and was able to open thw security, luckily police arrived however 2 civilians where in severe condition, due to when the cops opened fire he reflected the bullets in different directions, he was however captured, and after interrogation the only strange thing he recalled was touching what he though of as a falling star, the authorities found what he was referring to and realized theses seem to be the cause, but took a day to identity the "star" as a part of the asteroid, the authority was unsure of what to precede with, they knew more people like him are bound to appear but what should they do? hire and train them? find a way to remove powers? put them in prison, but the last option may cause a rebel, the second option would take too long or be impossible and other criminals may awaken powers, so the best was to hire and create a place for super hero's to be born to go against villains.
