The entire group of men and women across clans bowed some with reluctance others with true reverence. The ones that vowed in true reverence were too few in numbers when compared to the entire group.
That's because Ji Yao was a Qilin and the fact that their generation and several generations before that hadn't been under a king's rule ever. The only persons they respected were their clan leaders and no one else.
