There were three men in town that were of significance when it came to the criminal underworld of Arcadia. There was Allan Kauppinen 'The Scourge' who ruled over the others. In charge of the drug market was Orvo Turunen who commonly went by the name 'Buddy' and finally there was Jalmar Kivi, a professional moneylender and extortionist. These three shared a portion of their profits with the mayor, making him a very rich man.
Evren had planned out his raid specifically for the next two days that were according to the schedule of the mayor. He wouldn't be meeting with any of the three because he would be handling the legal portion of his job, primarily the shipping and trade routes, security concerns, health and safety issues and finally the budget for the month. During the next two days of meetings, the priest from the church would be present, which made Evren happy because he was still tailing him.
