The reason why they wanted to pin everything on the Queen was because they wanted to first understand the attitude of the Emperor in regard to the matter.
If the Emperor was ready to throw the Queen under the bus, then they could just be satisfied with that first, and then use that matter to push the Emperor further.
In case that he decided to protect and defend her, then they didn't see any reason to play nice when they could just blow their way in.
With those thoughts in mind, the three Generals appeared in front of the Capital City of the Sun Empire, and immediately sent a messenger into the Capital.
The messenger was immediately brought to the Emperor's court room and was welcomed just like a head of state, with extremely high hospitality.
It was to a point where the messenger wasn't able to believe the reception he was getting but that didn't make him forget the purpose he was there.
