From little information, Tornado got some important information. Such as the possibility of someone behind Tornado's actions. Although it seemed that he was the one who chose his decision and act, the small decisions often were extremely important.
In many stories, it was not rare for the main character to be enlightened by making small decisions or observing small things that usually are ignored.
