"Why don't we target the wealthy families first, Instructor? With the recent loss, now would be the perfect chance to advantage of their weakness and make them submit with little resistance," Reagan Declan asked.
"To control a city is to control the authorities operating it. Once we have the authorities on our side, it will be easier to do many things without being inconvenienced by trivial matters," Maverick Cohen stated calmly.
"With the Lord's vast knowledge and resources, any number of experts can be raised quickly. As such, the power of these wealthy families is none of our concern, nor their wealth—even if it's good to secure some independent funds to be self-sustaining."
