The City Of Horror: Rowkein City
One of the 7 Great Urban Legends of the city is that there exists a secret list maintained by the top horrors of the city. Only 10 may exist at a time and whoever is defeated leaves the list until he can reclaim his spot.
The list before the events of the Great Upheaval is as follows:

1) The Devil's Broker: The Mysterious owner of the Shop of Fate
2) William Moriarty: The Student Council President of the Night Academy
3) The Red Princess: !@)&)$_&#^#(%)*&@#*^@*$!
4) Beezlegueze: The Cult Master of the Dark Templars
5) The Puppet Mistress: Rumored to Own an army of Puppets
Lower 5
6) The Scarecrow: A zombie general who sunlights as a grave-keeper
7) The Night Raven: Not much is known. Loves to stay in the shadows. Can Fly
8) The Trickster: Poltergeist? Clown? Demon? Ghost? Human? No one knows. Make sure to never attempt communication.
9) Dr. ChainSaw: A Serial Killer on the run, A fairly recent addition to the Current city's list
10) Mad Dog: A three-headed hellhound that is often seen roaming the streets, not many have seen his human form before.
