Actually, he was planning to use the Bounty money set aside for pirates to subsidize his expenses. He could just adjust the accounts a bit to make it look less suspicious when clearing out pirates in the future.
Of course, he would never admit this idea even under torture!
Rowen knew Smoker's character and believed he wouldn't engage in corruption. However, managing a branch was no simple task. Even if one had a noble character, they still needed to eat, right?

Alongside other Marine soldiers, Tashigi stood against the wall beside the desk. Ever since witnessing Vice Admiral Momonga's lightning-fast strike, her gaze hadn't left him. When she suddenly looked in his direction, Rowen finally took notice.

It seemed like Tashigi had gathered some unknown courage. She took a deep breath and looked up at Rowen with determination in her eyes. "Vice Admiral Rowen, you must be a very powerful swordsman, right?"
"I've read in the newspapers about the famous blade you used to carry. What's its name? If it's possible... could you let me take a look? I promise, I just want to see it!" Tashigi rattled off a series of questions, leaving Rowen utterly baffled.
So she was interested in the Thunder Cloud Sword...
Rowen knew that Tashigi wasn't just a starstruck fangirl. Her love for swords made it impossible for her to tolerate a famous blade being wielded by a wicked person. She vowed to reclaim all the famed blades unjustly taken by such individuals.
Though Rowen wasn't a wicked person, Thunder Cloud Sword's frequent appearances alongside him in the news naturally caught the attention of this girl who treasured her blades.
In the past, this request wouldn't have been a big deal. Taking a look wouldn't cost him anything.
But now...
"Sorry, but I don't think you'll get to see it."
Hearing this, the hope in Tashigi's eyes visibly faded.
"I'm... I'm sorry! I was too presumptuous!"
To a swordsman, their blade was like a second life. Even the hotheaded ones would go all out if someone touched their blade.
Tashigi knew her request was a bit excessive.
