The scene of a huge whale just staying still there, aloof being bowed on by creatures with humanoid body and fish tail lower body is very picturesque.
No one dared to raise their heads without permission from Leviathan so all of them stayed still.
This is not because of fear, but just pure respect and worship for Leviathan, their Guardian Deity.
Some are even so fanatical that you can see how much they worship Levi. Tears flowing down their eyes and prayers coming out of their lips.
