Richard told John about how he scammed Mark and many other people but they are helpless even when they report it to the authorities. That is because he has quite a good reputation in the market and has never been seen doing anything bad.
What's more, he also said and proudly at that, that he is only scamming those lowly scums, his meaning is he only scam those that live in the slum area
The way people look at him change from just plain negativity to direct disgust at his personality.
All the people here know that those live in the slums are either a thug and thief from a gang or those poor people who had an unfortunate fate like an abandoned child, captured people/ slaves that escaped from their owner, or people who became bankrupt for whatever reasons.
From these group of people, we can't deny that bad eggs are in there. But there's also people there who do good. They are actually the one who work properly like cleaning the sewer and the like.
