Axel was only doing it so that he could he could use it for himself. He was also doing it so that the Venu family and his mercenary group would get the benefit of it. So, the Gatr family and Lance family would not find out about it and even if they did, they would not do anything to Axel as he not impacting their economy on a large scale.
But Bourne was different. First, he didn't get the vial from those families and second, he was thinking about selling these to earn a massive amount of money.
However, that was not Axel's problem. He had a lot of things to do. He had made training plans for his young Pokemons and now it was time for him to make training plans for older Pokemons. It had been some time since he had done it.
He would have to take some time for Shedinja, Charizard, Venusaur, Slowemperor, and Nidoking. He would most likely do it after the Rising Star tournament. These would take some time for him to do cause Shedinja and Charizard were on the verge of reaching tier 3 and they needed in-depth planning. Slowemperor was already a tier 3 king-rank Pokemon while Nidoking had 2 cores. So, it also needed some good planning to do it.
Beedrill also had 2 cores now but Axel felt that he should concentrate on its new move 'Bug knight' right now. It was finally able to create this move and now the move was level 39. It needed serious improvements.
Pidgeot was now going to reach king rank. It had already received the rank-up condition and Axel felt that it would rank up after a few months. Gogoat was also consulting on its new moves relating to its new responsibility while Mamoswine was now on the verge of reaching tier 2.
Alakazam had also reached tier 2 recently and it was in need of improving its way of fighting. Alakazam had become very powerful. Not only due to its stats but also its experience. It had been with Axel for the longest time and it had grown to be quite a battle strategist.
However, Venusaur had just reached king rank and also had a major upgrade. It would need some time to get used to it. It had plenty of moves to train on and also a new passive to train on.
It had been more than 2 months and after some time, he would get to meet Gyarados and Steelix from Aeus Island. He also wanted to talk to Lucario during that time. He had been getting constant notifications of their progress and was very excited to meet them.
Axel then went on to make training plans for all of them.

"Frank, do you really want to go to the Rising Star tournament? I mean there is nothing for you to do there.", said Axel.
"I want to go. I can learn a lot from that trainer. Training with you always makes me feel that I have not achieved anything. When I went home, I realized that I was wrong and I had become very strong.
So, I felt that I should also see the mindset of other trainers. So, this trip would be very helpful for me."
"Well, if you think that it is worth it, who am I to stop you? We will be leaving tomorrow. I have already booked the flight for me and you.", said Axel with a sigh.
He was not sighing cause Frank was coming. He was sighing cause he would have to go Kanto region to attend this tournament and that meant a lot of travel time which he hated with passion.
After training Alakazam for a long time on 'Teleport', Axel came to realize that it would take a lot of time for him to be very good at it. It could travel a small distance right now and it could do it with perfection but long distances were a problem.
Axel wanted Alakazam to go to the Minato route from Naruto world. In the world of ninjas, Minato Namikaze was the fastest ninja to ever exist. This was possible cause he could use space element which would let him use a better version of 'Flying Rijin' where he would place a mark and then teleport to that mark.
This was basically teleport but due to this, it would be easier for Alakazam to travel long distances given that it had already been there.
However, there were many problems with it. First of all, this was only good if Alakazam was a physical attacker because Alakazam could use this to teleport near the enemy and then attack them at a close distance. But that was not the case. Alakazam had always trained to be a special attacker and it was quite weak physically.
Another reason was the difficulty of learning this move. Axel knew that the Pokemon world and Naruto world were different. So, he had to make a lot of changes to create this move. Additionally, 'Flying Rijin' was already a very difficult move to learn in the world of Naruto, so it would be impossibly difficult to learn in the Pokemon world.
It took Axel years for Venusaur to learn wood style. Now, wood style was also very rare but it was not difficult to learn. It was only rare because only a few of them had the element for it. Bulbasaur had the element for it and it still took Bulbasaur to learn it.
So, imagine how difficult it would be for Alakazam to learn and he didn't want to waste years of his time for just teleport. If Alakazam was going to learn, it better have other uses.
Axel knew that even though he had the power of the system, things like 'Flying Rijin' would take a lot of time to learn. If any Pokemon were able to learn this move, that Pokemon would basically have the power of gods.
Axel also believed that this was one of the reasons why the creator killed Minato so early in the anime.
However, Axel was greedy. He was not going to give up on this move. It was just that Alakazam was not going to learn. Another Pokemon would. So, Axel started to search for it and it came to find out that there were only 2 nonlegendary/ mythical Pokemons that were fighting and psychic type.
They were Medicham and Gallade.
If one were to look at who was stronger, it was Gallade. There was no question about it. Gallade had a good base stat total and even though it didn't matter in the real world, it would be easier to train it. It had a high attack stat and a special defense stat. It had a decent amount of Hp but had low speed, sp. Attack and defense stat.
The low special attack didn't matter to Axel cause he was going to focus on physical attack. Low speed would also not matter cause it was going to learn 'Flying Raijin' and since its speed would be so high, defense stat would not need to be concerned.
However, even though Medicham was a weaker Pokemon, it was very good for Axel's cause due to its ability and hidden ability.
Its ability 'Pure power' did exactly as it told. It would raise the physical stat of the Pokemon. This would basically raise its attack stat to a very good level. Axel also found out that only Medicham was able to learn this ability making it special for it.
Its hidden ability 'Telepathy' lets it able to differentiate between allies and enemies when it was attacking or defending or doing anything. It would also be able to dodge the attacks of its allies which Axel had not yet understood. However, Axel believed that with this hidden ability, Medicham would be able to tell the exact location of its enemies to the point which is almost an ability made for 'Flying Raijin'.
Imagine Medicham throwing kunais like Minato, able to tell where the enemies are exactly and teleport multiple times to kill 1000 of its enemies. It would basically be a god. It might be hard to train it and make it stronger but this was the real world and it was possible.
So, he didn't know what to do. Gallade was an easier choice but with Medicham, it might be a deal changer. However, Axel didn't have to make the decision right now. Before, he could even think of getting one of these Pokemons, he would first research 'Flying Raijin' for a long time. Then he would get one.
He also had a lot of young Pokemon to train right now. So, his hands were full so he was not getting one of those till he started the next region.

At the end of the day, Axel was finally able to use aura while running to boost his lungs and stamina. However, he had not become proficient in it. He believed that he would still need a week to get used to it.
After achieving this, he would have to maintain that form while fighting with his sword. So, that was going to take another couple of weeks.
He could see that he had still not gotten a notification of 'Enhanced stamina' in his status so he still had ways to go. However, he felt that he was finally making some actual progress for himself after a long time. The stone tablet was really helping him.
"Frank, what did you learn about the first way of aura from the tablet? Anything interesting that you found out?", asked Axel.
"I have not completely finished reading it but I did find a lot of new things. Even my father was surprised to hear these things from me. He did say to keep this a secret."
Axel then started to discuss with Frank about the stone tablet. Axel also told him about the second way of aura and then the night passed.

Next day,
His Pokemons had gotten considerably stronger than 2 weeks before with each of them upgrading their moves or learning a new one or both. Axel believed that his young Pokemons were now ready to dominate the Rising Star tournament.
Axel had also gotten stronger too. He had now become used to using aura to boost his lungs while running but he still needed to master it to the point that he could do it unconsciously.
Meanwhile, Frank's Pokemons had also gotten stronger. Charizard and Machamp had reached pseudo-king rank and now Frank had 3 pseudo-king rank Pokemons. He was getting there.
The foundation of his Pokemons had started to get stronger and they were now plenty experienced after the tide battle. Morgan was also happy to see his son grow so mature and strong within a short period of time.
They went to the airport and got to their plane. Axel was thinking of of how to fall asleep for 2 days when Frank came out with a solution.
"You know, I have been thinking of a solution for plan ride for you and I came up with something. Do you want to try it?", asked Frank.
"Really? What is it? Tell me fast right now!!!", shouted Axel with excitement. If he could get out of this boredom then he would consider Frank to not be a waste of his time from now on.
