These words were taught to Dev by his Imperial Dad. His Imperial Dad always said that as a prince, he was not the owner of this kingdom but the servant of his subjects. So, he should always share people's sorrows and share his happiness with them.

But at that time, little Dev did not understand what it meant by sharing sorrows and happiness. However, he tried to help everyone who looked sad.
Once, when he was strolling in the city, he found a man who was looking at the sweet shop with a longing look. So, Dev gave him his own sweets.
The man seemed hesitant and shy, but he still accepted the little prince's gracious gift.
Unfortunately, Dev later learnt that sweets were forbidden to the man by his physician.
And his sweets made the person sick.
