She considered keeping the ropes around them at first to prevent the two from getting separated, but she realized that if something were to happen none of them would be able to dive in to help and, at worst, they could all be risking their lives all at once. Keeping the rope one is definitely a double edge sword. However, removing it now has benefits that outweighs the pros of keeping it on. Although they were kids, Willow and the others are the adults and there were five of them. Something like this is the responsibility of the adults or the older ones to watch over the younger ones, or that's what her mother often lectured to her about when she started having siblings.
