Although there was the 12 main Chaos Clans to elect the new Chaos Emperor Sovereign but the choices were actually limited to the 4 main Chaos Clans with the half-step True Divinities.
It was because the disparity between a peaked 9th realm immortal and a half-step 10th realm immortal was too vast.
