Sato was at first cautious, but the ghost's explanation did indeed add up.
Just like it had said [Janaris mine] didn't have so many miners excavating it. Even the independent miners who decided to try their luck here were not much. The reasons for this was obvious and already mentioned; the path to the mine as well as the low ore yield dampened the miners' enthusiasm towards this location. The only ones who did come here were those either trying their luck or those forced away from the other mines.
