Firstly, the foundation of the Chaos District - the 'Black Lotus' seems to be hidden in the deepest part of the mansion's dungeon, which has also turned the mansion into the place with the heaviest concentration of Death Qi, closest to the real Chaos.
The demons dwell in the mansion partly due to the constraint of Captain Alex, and partly due to the pure source of Death Qi emitted by the Black Lotus that they crave.
