Only a 'very' small number of lives in the Fate Space will have the Out of Control mark branded on them.
Even the most brutal creatures have the right to live… Only those whose existence could bring tremendous disasters to the 'Fate Space' and shatter the rules of fate, can be marked as Out of Control.
If the "Black Vortex" could be removed.
The world where it exists will be endowed with a certain amount of energy for promotion.
Those who slay the Black Vortex and those who assist in the killing will both receive certain rewards.

The Manic Laughter wasn't originally Pennywise's power… it is something that emerged later.
Or to put it another way, there are problems with the origin of Pennywise himself.
