Monster is nowhere
Living near the forest was dangerous and unexpected intrusion could destroy it all of a sudden. The population cannot neglect this danger however the promise of fresh meat and availability of sources cannot be overlooked. They could share whatever but sharing hunger was painful. This was the reason that most of the towns were built near the forest. This way the people would not starve and the hunters would be responsible for caring the safety of these people. The normal humans have learned to live among dangers; they wait for the time being, later the teams take care of the monster.
