Many guilds were located near the coast, but that was mainly for the convenience of fishing and harvesting various aquatic products; in reality, they scarcely had the power to develop docks and vessels. Even the larger guilds were busy investing in the completion of functional buildings during their construction phase and equally lacked any thoughts of developing a navy.
