While Hazuki and Ying Yueru were seating on the Golden Throne, Hazuki suddenly said. "Ying'er, can you calculate that girl's destiny for me?" Hazuki then pointed at Rachel's back.
Ying Yueru nodded and then she started her divination. A few seconds later, Ying Yueru opened her eyes and reported what she saw to Hazuki. "Chaos. I saw chaos on that girl's path, she is someone that will do everything just to reach her goals. Also, she wants to steal everything away from that kid 'Bam'."
Hazuki nodded then looked at Lero Ro on a podium atop of the room. "So Mr. Lero Ro, are we going to ascend now?"
Lero Ro's mouth twitched as he gazed at Hazuki. 'That's an insane Shinsu Technique! How could something like that be unknown?!'
He calmed himself and replied. "Yes, you can Mr. Hazuki. Follow me and we'll head towards the floor administrator, Mr. Yu Hansung." Then he jumped down and headed for the door.
Hazuki and Ying Yueru followed after Lero Ro and soon, they arrived at a room decorated traditionally.
Lero Ro opened the door and said. "Mr. Yu Hansung, here is the winner of the Crown Game, Mr. Hazuki's team."
Yu Hansung stared at Hazuki while sweating a little. 'I didn't expect his arrival so most of my plans are already ruined... What could this guy be planning...?' Then he smiled but it was stiff a and he said. "Please take a seat, Mr. Hazuki, Ms. Ying Yueru, and Mr....?"
He couldn't recognize Hazuki's clone because Hazuki ordered it to act conspicuously.
"Ah, no need to bother, he's my clone." Then Hazuki released the Shadow Clone surprising both Yu Hansung and Lero Ro.
'Clone making? Moreover, it looks like a high-leveled one...'
Yu Hansung then stared at Lero Ro and said. "Mr. Lero Ro, can you get out of the room first? I need to talk with Mr.Hazuki's team for a bit."
Lero Ro obeyed and he went out of the room. Being inside the room really wasn't important to him since they would only discuss Hazuki's team's ascension.
Yu Hansung then stared at Hazuki grimly and said. "Mr. Hazuki, are you what I am perceiving you to be?"
"Yeah, so what? You're going to report to Jahad?" Hazuki said.
Ying Yueru, who's sitting on Hazuki's side, finally couldn't contain her curiosity and asked. "Hazuki, just who is that 'Jahad' that you are always mentioning? And from what I heard, he's the king of this Tower?"
Hazuki chuckled at Ying Yueru's words and responded. "No, Ying'er, there's no King in this Tower. This Tower has already been here for who knows how long before Jahad even came. Jahad being the King is just because he made a deal with the Guardians of the Tower so claiming to be the King of this Tower is absurd. Moreover, there are still entities even stronger than him, such as Phantaminum and Enryu. The guardians of the 135th floor and above could also be stronger than him that's why he stopped climbing when he reached the 134th floor."
These are Hazuki's real thoughts because, in order to become the King, a person must convince all of the Guardians first. Jahad and the 10 family leaders clear the Tower's floors by taking a test directly from the said Floor's guardian. If the 135th and above floors were really insanely difficult for them, then how can Jahad possibly convince them if he hasn't even cleared their test?
Yu Hansung was stunned as he heard Hazuki's reply. 'He openly admitted it... Furthermore, he seems to be in contrast with Jahad's rule.'
But there's one thing bugging Yu Hansung. 'How could Mr. Hazuki possibly know all these info's if he's an Irregular that came from outside of the Tower? Even some of the Regulars are unaware of some of these info's...'
Yu Hansung then stared at Hazuki with a smile. "Mr. Hazuki seems to be in denial of King Jahad's position in the Tower? Why so?"
"The main purpose of entering this Tower is to 'climb'. How can the people truly climb the Tower if Jahad locked the upper floors? That's why, for me, Jahad polluted this Tower. He ruined the main essence of 'climbing' the Tower." Hazuki declared.
'That's right...! Jahad ruined this tower...!' Yu Hansung thought to himself.
"Mr. Hazuki, even though your words do have some basis, but you definitely can't let anyone hear those words. Once the word got out, you'd be hunted by the Jahad Empire."
"I don't care, I was never afraid of the 10 families and the Jahad Empire. They can chase after me all they want but they would definitely regret it." Hazuki said calmly.
Ying Yueru beside him couldn't help but stare at Hazuki fixedly. 'I really like that carefree personality of yours... You aren't afraid of anything and you are doing all you want without any shackles binding you... I hope I can achieve that someday too by deciding to give my life to you...'
Yu Hansung was even more surprised this time. 'He's not afraid of them? He's truly insane. Even though I can see that he's going to be someone like Urek, but right now, he might not be able to resist their Squadron's'
Yu Hansung's thoughts do have a basis since Hazuki only scared him a little last time. Even though Yu Hansung can feel that Hazuki might be stronger than Evankhell, he still believes that Hazuki wouldn't be able to resist even a Squadron. After all, there are a bunch of High-rankers vastly stronger than Evankhell.
"Still, it wouldn't hurt to conceal it. That way, both of you will be able to continue climbing the Tower without hindrances." Yu Hansung said.
Hazuki stared at Yu Hansung with an annoyed gaze. "Are you going to keep us here while talking about Jahad's 'greatness'?"
"Oh yeah, before I forget, I have something to say. Yu Hansung, you're plotting to make that kid 'Bam' disappear from Jahad's sight, right?" Hazuki suddenly said.
Yu Hansung was stunned by Hazuki's words. 'How did he knew? This is something that only I and a certain group of people should be able to know!'
He calmed himself down and asked with a perplexed voice. "What could you be talking about, Mr.Hazuki?"
"Don't play your games with me, Yu Hansung. You are planning on hiding Bam from Jahad and cultivate him to be 'the sword that will cut Jahad's throat', right?"
Yu Hansung sighed and decided to reveal it since concealing it would be useless. "Yes, that's right, Mr. Hazuki. You should be resisting Jahad's rule, so what are you trying to accomplish by saying this in my face?"
Hazuki chuckled and replied. "Resisting Jahad's rule? Haha! I could dethrone Jahad anytime, but I won't since I'm only here for this Tower's Shinsu."
"And what I am trying to say is: You can hide him properly under the chaos that I will create in this Tower." Hazuki declared.
Yu Hansung was dumbfounded by Hazuki's declaration. 'He's going to create chaos in the Tower?! That would mean that the Jahad Empire's eyes would be focused on him! But does he really have the ability to do whatever he declares...?'
Hazuki stood up and said. "You don't have to send me to the next floor because I can send myself up. And you can also decide whether to use this chance to execute your plans. Just inform Fug not to annoy me since I will also strike them if they ever try to do anything funny on me."
Then Hazuki made a portal to the next floor. He can achieve this feat because of sensing the Shinsu density. Right now, he can sense hundreds of places having denser Shinsu density than this floor. Hazuki can find out where is the next floor by locating the place having a slightly denser Shinsu concentration than his current floor.
Of course, Hazuki can also go towards the place with the highest Shinsu density but that wouldn't be fun since he also wants to clear every floor by taking the test directly from the floor guardians.
After exiting the portal, Hazuki immediately contacted the floor's guardian.
"Ying'er, you can stay here and wait for me to come back from meeting the floor guardian."
"Contact the floor, Guardian." Hazuki said as he manifested his high-quality pocket.
Soon, Hazuki was transported to a place covered in darkness. A single entity was currently residing in that place and that is a large bird with a ferocious appearance. It's feathers look as sharp as blades and its talons were long and were emitting a dangerous glow even in the dark.
"What do you want from me, Regular?" The bird said. Its voice was sharp with a screeching tone to it.
"Give me the test for Irregulars." Hazuki said. His tone has a tinge of superiority in them causing the bird to squint its eyes.
"You are arrogant even though you are just a Regular. Should I devour you here to teach you a lesson?!" The Floor Guardian flapped its wings and bared its talons on Hazuki.
*Boom!* Suddenly, a powerful gust of shockwave blasted the Floor Guardian away.
Hazuki's hair was flowing freely in the air and a powerful pressure surrounded him. Even though his mind is the only thing transported here, he can still exert a certain percentage of his strength.
The Floor Guardian stared at Hazuki in horror. The pressure he felt was so intense and he could feel that he's no match for Hazuki in a fight. He could feel death looming over him, staring at him with its scythe ready to reap his soul.
"Y-you don't need to take the test anymore...! You pass...!" The Floor Guardian declared. For him, that was a rational decision since he knows that nothing could threaten him on this floor, not even him.
'It' thought that giving a boring test to Hazuki might just annoy him even more. If that happened, who knows what this powerful being might do to him...
Hazuki smiled and said. "That's pretty fast. So, where is my reward?"
The Floor Guardian immediately closed his eyes and said. "I-I already gave you your reward..! Can you please leave me alone now..?"
"Wait, tell me what you gave me first." Hazuki asked. Leaving without knowing what this floor guardian gave would be careless.
"I-I gave you a million points..! A-are you dissatisfied with it...?" The Floor Guardian stuttered. Even Hazuki could feel the rise in the Floor Guardian's body temperature. He should be sweating intensely now due to Hazuki's presence.
"That's not enough. Give my girl the same rewards and at least give me a Shinsu controlling technique." Hazuki said.
The Floor Guardian immediately gave Ying Yueru's share then gave him the technique for using an 'orb'. After that, Hazuki left the place contentedly. He wasn't expecting some absurdly powerful reward since he was still on the lower floors. If he wants to receive better rewards then he has to, at least, conquer the hundredth floor and above.
'Who the heck is that man...? Even though it's just his corporeal body and doesn't even half a quarter of his strength, he completely overwhelmed me in my domain...! Just who is that absurd existence...!' The Floor Guardian thought. He was very nervous earlier since it came to him that Hazuki is an irregular.
Only Irregulars could kill them and he/she doesn't want to follow the 43rd floor's guardian.
Hazuki returned to his body and he immediately gave the 'Orb' controlling technique to Ying Yueru. He already analyzed it and the thing has no use for him anymore so it's better to let Ying Yueru have it.
"What's this?" Ying Yueru asked puzzledly.
"That's a Shinsu technique. From that, you can learn how to create an 'Orb'. You can have it since I already inspected it." Hazuki explained.
"So Ying'er, do you want to rest first or should we continue climbing?" Hazuki asked Ying Yueru.
Ying Yueru looked at Hazuki puzzledly again and said. "Don't we need to clear the test?"
Hazuki chuckled and said. "He made us pass the test immediately once I coerced him with my power."
Ying Yueru stared at him speechlessly. 'Why did you have to do all the work!? I couldn't even help and you already finished the test?!'
"Next time, you should at least ask for my help even if it's hypocritical." Ying Yueru pouted.
Hazuki chuckled and replied. "Well, you can get some action if the Floor Guardian wasn't intimidated by me. You should know that I don't want to stay in this place for too long since I also have businesses in other realms."
"And do you want to stay in this realm for at least 30 years before you could reach the 134th floor?" Hazuki asked. He knew that climbing the Tower needs a long time that's because there is only a certain time for tests. Sometimes, Regulars might even have to wait for months just so they could take the test and if they failed, they would have to wait until the next testing session was held.
"Of course not! That would be too boring, just single-mindedly climbing the Tower for that amount of time." Ying Yueru grumbled.
Hazuki then placed his hands on her and he immediately teleported them to the next floor.
A month passed and Hazuki was already on the 20th floor.
On every floor, he would take the test from the Floor Guardian directly and he would accomplish every test almost at the same time as the 3rd-floor guardian.
All of them were intimidated by Hazuki's powers and most of them immediately gave in.
Most of them tried to 'fight back' against his corporeal body, trying to destroy his consciousness but Hazuki pummeled all of them. He crippled them then absorbed most of their Shinsu by using the Void God Technique on them. Due to that, Hazuki gained more control over the Shinsu on that floor and he left those guardians in a vulnerable state. And since he gained control over that floor's Shinsu, Hazuki left numerous clones there to train and absorb Shinsu. Day by day, Hazuki could feel his power growing to an unprecedented level. Of course, he still has to meditate in order to completely integrate the Shinsu in his body.
At first, Hazuki's every movement was as if it was powered by Shinsu itself. But over time, he's able to hide the power in his body and control his newfound strength.
Of course, because of this, he has to train even more in order to control his strength. If he couldn't then he might just crush Ying Yueru's hands every time he holds them.
As for the crippled Floor Guardians, they should be trying to recover themselves and Hazuki already found out that they reported this to Jahad through their contract.
Hazuki was able to find that out since he climbed his current floor, the twentieth floor.
On this floor, Hazuki could no longer contact the Floor Guardian through his pocket. Furthermore, some presences completely overshadowed everything on the floor. That's the existence of Rankers.
Hazuki scouted them and saw that they are using an organized platoon of floating ships. Obviously, the leader of the platoon was in the largest floating ship.
Hazuki decided to 'greet' them a little and he descended to the Group leader's floating ship. Of course, his whole body was hidden by a layer of camouflage using Shinsu. Furthermore, his presence was in the Kamui dimension. He has to be careful since a Squadron must have numerous lighthouses.
Once he descended, Hazuki immediately phased through everything in order to enter the Leader's office.
As soon as he got inside, Hazuki immediately saw a large screen with different sections. Every section has a recording from a lighthouse and they are currently reviewing each of them.
"*Sigh* I don't know why the higher-ups decided to station us here on this floor... This is just a waste of time, monitoring a lower floor..." The Platoon Leader's voice echoed in the room.
"Please don't say such things. We are stationed here personally by the Division Commander, that just meant that this mission is very important." The Platoon commander's assistant said. There's definitely no way their Division Commander would just station them here without a prior goal.
"I know... But can you really blame me? Who wants to look at these weak Regulars all day?" The Platoon Commander grumbled.
A squad commander chuckled and said. "Yeah, who would want to look at these Regulars all day?"
From their words, Hazuki could conclude that the news about the Floor Guardians was not known to the public yet. Well, who the f*ck would spread that world-shaking news. If the residents of the Tower found out about the crippled Floor Guardians, then Chaos would ensue. Every resident of this Tower would enter a state of unrest, fearing for their lives since an entity on the same level as Phantaminum and Enryu were going around crippling the Floor Guardians.
Suddenly, they heard a voice behind them. "Well, well, who would've known that Jahad would station a feeble platoon here.."
All of them jumped on their seats and immediately prepared themselves for battle. "W-who are you!"(x5)
They stared at Hazuki, in front of them, with fear evident on their faces. That's because Hazuki was currently releasing a pressure enough terrorize them.
'Why is a High-Ranker here?!' They all thought. They were in despair since they finally understood why their division commander stationed them here to monitor the Regulars. 'It's must be because of him! The Higher-ups should be looking for him that's why they asked us to monitor every Regular on this floor!'
Hazuki nearly chuckled at their state. Their knees were threatening to buckle and Hazuki could see beads of sweat dripping from their foreheads. Their hands were shaking and their expressions were twisted into terror.
"Don't worry, I won't kill you all." Hazuki said with a smile.
Even though they are relieved, the Platoon's higher-ups didn't show it on their faces. But they definitely felt hope in their hearts that this High-Ranker would be merciful enough to spare 'lowly' Rankers such as them.
"What is your aim by monitoring this place?" Hazuki said as he controlled the Platoon Commander.
The Platoon Commander's eyes dimmed and he responded monotonously. "We are stationed here to look for a Regular with black hair long enough to cover his left eye. Based on the information, he's wearing a dark gray-colored long sleeve with a light gray-colored waistcoat atop of it. His figure was usually covered with a black cape."
As everyone heard their Platoon Commander's explanation, their eyes widened to the point that their eyeballs might just drop on the ground.
'He's wearing the same outfit as the description said!! All of the descriptions fit this man in front of us!! But how could he possibly be a Regular! He's everything but a Regular!' Every one of them thought.
Hazuki chuckled and declared. "Well, you've already found me. What are you going to do now?"
The Platoon Commander replied monotonously. "Based on the Division Commander's order, If we ever saw a person matching the description, we must report it to him immediately."
Everyone in the room immediately felt despair once again. 'Commander! Just what are you doing! Saying such things now guarantees our death!!'
Hazuki laughed madly and his laughter even alerted the whole Platoon. Well, it's not like his presence was left unnoticed. He released a power similar to a High-Ranker, how could it be unnoticed by the Platoon? It's just that they don't have the guts to respond, most of them even tried to flee because of the threat of death.
Hazuki then released the Platoon Commander and said. "Don't worry, all of you, I will honor my promise of not killing you all 'for now'."
They heaved a sigh of relief and waited for Hazuki's arrangements. With a High-Ranker here, they are not in charge anymore, even if the High-Ranker was an enemy.
"So, what are you waiting for? Contact your Division Commander and let me talk to him!" Hazuki ordered.
A Squad Leader, who's their Lightbearer, immediately contacted their Division Commander.
"D-division C-commander! A High-Ranker wants to talk with you, S-sir!" He stuttered while conveying Hazuki's words to their Division Commander.
Then the Lighthouse levitated in front of Hazuki, revealing a figure connected to it. The figure has fair skin, blue eyes, and a blonde colored mohawk. He wears a long robe with his own insignia on it and chains around his waist.
Hazuki immediately recognized him since he's one of the antagonists in the Tower of God. 'Kallavan!'
Kallavan stared at Hazuki through the lighthouse with a calm demeanor. "Why are you revealing yourself to us? Are you trying to surrender? We will welcome you if so."
Hazuki chuckled and replied. "Me? Surrender? Those two words would never be used in a single sentence, Kallavan. Even if Jahad personally comes after me, he would still have to go home empty-handed with a beaten up figure and dignity."
Hearing Hazuki's taunts, Kallavan's face twisted for a second but he immediately calmed himself afterward. "The King will not bother himself for lunatics like you. I will hunt you myself and present your head to our King." He declared haughtily.
'Looks like even he doesn't know why I am being hunted. If he knew, then he definitely wouldn't dare say that in my face. Hehe...' Only Jahad and the 10 family leaders should be the only ones to know about the Chaos Hazuki brought since they are contracted to 'every' Floor Guardian in the Tower.
Hazuki laughed and said. "Please do come after me, Kallavan. I wonder if that 'Essence of Bravery' was really as magnificent as it sounds."
Kallavan didn't respond anymore and Hazuki threw the lighthouse back to the Squad Leader. "Now, capture an image of me and send it to that Divison Commander Kallavan of yours."
Hazuki stood there motionless and let them take an image of him through their lighthouse. That image must've already been sent to the strongest lighthouse in the Tower, the Opera.
Before he could leave, Hazuki left his last message. "One more thing, pass this message to Kallavan. 'The Chaos is just starting, I will start from you then I will come after the 10 family leaders and finish all of it with Jahad's death.'"
Then Hazuki left the Floating Ship and he flew very quickly.
*Boom!* Suddenly, the whole twentieth floor shook. Everyone could feel a massive amount of Shinsu suddenly appear. It's so massive that even Regulars are able to feel it from miles away.
The Platoon, who's the nearest to Hazuki, all went outside to witness what is happening.
"Y-you... must be joking..." All of them were placed on the pits of despair as they saw the rolling Shinsu around Hazuki. 'That kind of power...! Is not something a High-Ranker could ever possess...! Could he be Enryu..?!'
It was so massive that everything in front of them was covered by it. They couldn't even see Hazuki's figure and that meant that he's already so far away. But the massive Shinsu in front of them was definitely Hazuki's doing. Intensely hot temperatures swept by them and their Floating Ships quickly melted under Hazuki's aura.
Hazuki's surroundings were ignited by flames. His aura was spread out and the area of a few kilometers around him was covered by his domain.
After his small display of power, Hazuki withdrew his aura and the Shinsu around him gradually returned to their previous calm state.
Hazuki returned to the city, where he and Ying Yueru were staying in. They could live their lives freely in this Tower since both of them already amassed immense wealth from 'clearing' the Floor Guardian's tests.
As soon as he arrived, Ying Yueru asked him. "That powerful aura earlier was yours, right? What event happened to force you to release that much power?"
Hazuki chuckled as he replied. "I wasn't forced, okay? I released it in order to make them go full-power against me. 'Our' life should be more exciting, right?"
Ying Yueru blushed as both of them already figured out each other. She already accepted that she's his woman and she was already enjoying her current carefree life. She didn't know, that causing unrest among their opponents could actually make her life more exciting.
Both of them spent that night together and.. *The details will be omitted.* (Pay respect to God Grid.)-----------------------------In the morning, Hazuki immediately went to an uninhabited plot of empty land.
He could feel that the cities were a few tens of miles away from him and that he could do everything he could do here.
"So, are you really going to hide, you cowardly Floor Guardian?!" Hazuki shouted with his voice enhanced by Shinsu. His voice echoed on that plot of Land and shook the surrounding Shinsu.
Hazuki released the previous amount of power he displayed. The reason why his aura was so strong was because of his Heavenly Chakra. He wasn't simply releasing 'Shinsu' but Heavenly Chakra.
Hazuki still needs a massive amount of Shinsu before he could fill his reserves with it. His whole body, his cells, and his Heavenly Energy still has to devour a large amount of Shinsu before he could be considered full.
'*Sigh, what am I going to do if these floor guardians bastards don't meet me? Should I also kill every being in Jahad's army to enrage them, like what Enryu did? Nah, I can't do a massacre since it's against me and the Goddess rules...' Hazuki was troubled by the Floor Guardian's hiding.
That's because even though he could climb until the highest floor immediately, he still wants the rewards given to him by these Floor Guardians. Those Shinsu control techniques were precious and they are of use to Ying Yueru. Also, if he could 'pass' these Floor Guardians tests, then he could boost his Shinsu absorption in the Tower using his clones.
Suddenly, a massive whale appeared in front of Hazuki. It's a titanic creature and the surrounding Shinsu looked ecstatic as if they found their beloved.
"Finally, you finally quit hiding from me, Floor Guardian." Hazuki said with a grin.
The Floor Guardian looked at Hazuki and said. "Why are you doing this? What you are doing is detrimental to the Tower and sooner or later, your actions might even turn the floors to a place similar to the floor of death."
"Did you show up to persuade me, Floor Guardian? What I am doing is not detrimental to the Tower, what I am doing is beneficial for the Tower." Hazuki declared.
"How so? By killing the Floor Guardians and making the Tower the 'Tower of Death'? Don't you feel conscience? You are killing billions of people living inside the Tower!" The Floor Guardian rebuked.
Hazuki's expression turned grim and said. "I will not really kill the Floor Guardians. And even if I killed most of them, I could just revive them and it will be back to normal." Hazuki said.
The Floor Guardian was stunned as it heard the word 'revive'. "Who are you really? Are you Enryu? Why have you decided to cause chaos now?"
"This is simply not 'Chaos', I call it 'Tower Revolution'. Can't you feel it? The Tower has been polluted by Jahad. The main purpose of the Tower is to test the Regulars and climb the peak of the Tower. Jahad robbed all of the Residents of this Tower that chance by sealing off the 135th floor and above! He limited every single resident of the Tower into 'his empire'! He polluted the Tower by limiting its vastness, sealing the paradise that the Tower has to offer!" Hazuki declared.
The Floor Guardian couldn't help but think about Hazuki's words. Even though he's on Jahad's side, he couldn't help but be persuaded by Hazuki's speech.
They are already here even before Jahad and the 10 family leaders climbed the Tower, and they could see the changes that occurred in the Tower for that certain amount of time. Jahad really did pollute the Tower by concealing the world located on the upper floors of the Tower.
The Tower is a paradise and someone would gain everything they desire on top of the Tower. Since Jahad already sealed the 135th floor, the residents might get discouraged from climbing because they weren't given the chance to reach the peak in the first place.
If that happened, then the Tower would stagnate. Stagnation is similar to a sea without waves. Such a sea is no different than stale waters and such waters are bound to rot.
The Floor Guardian was conflicted. He made a contract with Jahad and the 10 family leaders so he is obliged to take their side but on the other hand, he wants to assist Hazuki in breaking the seal on the 135th floor to keep the Tower moving.
"Irregular, I will assist you and I will also persuade the other Floor Guardians in assisting you but you have to fulfill my/our conditions first." The Floor Guardian sighed then declared. He decided to assist Hazuki since his 'Revolution' might revitalize the Tower. It's a gamble since even he/she doesn't know if this can bring good effects or adverse effects. The cause is for the greater good but he definitely couldn't forsake the lives inside the Tower for that.
"Okay, I'll hear your conditions." Hazuki said.
"First, you must not cripple a Floor Guardian from now on, killing is even more prohibited. If you can really revive them, then you can put the resisting ones to rest and revive them after the Revolution. Second, you must not massacre the people in the Tower, even if they are enemies and the same thing about revival. You can put them to rest temporarily but you have to revive them afterward. And lastly, you must never become a 'Ruler', like Jahad, even after breaking the Seal open the seal on the 135th floor. If you ever violate these conditions, then all of us, Floor Guardians, would deprive you of the Shinsu." The Floor Guardian stated.
Even though he/she, by himself/herself, couldn't deprive Hazuki of Shinsu but he/she was confident if all of them joined hands. Moreover, this is a contract made on the Shinsu itself, even if they couldn't deprive him of it, the Shinsu itself would leave him.

The Floor Guardian ruminated for a bit before he replied. "I will persuade them to meet you once the Contract is done but you can only kill them if you are confident about reviving them, if not, you can at most injure them slightly not fatally. They will surely meet you since you will be deprived of Shinsu once you cripple them. And I can agree for the Second alteration."
The twentieth floor Guardian thought that Hazuki is right about the corrupt entities inside the Tower, they must be removed for the betterment of the Tower itself.
Suddenly, the surrounding Shinso gathered. It was a massive whirlpool that even the Regulars tens of Miles away could see. That whirlpool of Shinsu settled on the Guardian and Hazuki's head, printing the symbol of a scroll on their foreheads.
"The contract has been made, the Shinsu will be the guide and administer the pact." The Floor Guardian said as it disappeared by diving on the earth.
Hazuki stared at the spot for a few seconds before he let out a smile. 'Ah, I never really had to do this but since I'm already here, why not make Ying'er and my life more exciting?' Then he teleported back to their residence.
After that, Hazuki continued to climb the Tower.
