A weapon could only be considered a divine weapon if it contained some form of spirituality, just like Ling Chuxi's Luo Chen Sword.
Compared to the two steps of smelting and forging, casting a spirit did not require any True Qi. While it was the simplest step, it was also the most difficult.
Only when one's spiritual power had reached a sufficiently high level to be compatible with the object being forged, then it could possibly be successfully infused with spirituality. Moreover, one had to carry out the infusion as soon as the forging was completed. If the forging was a failure, then there would be no more chances. Without spirituality, no matter how good the quality was, it would only be considered an ordinary weapon, not a divine weapon.
