They put up a bounty to know of his arrival and their cost was worth it based on how fast they got the information. As soon as this happened, many meetings were held within several academies and they are headed by people of various statures.
Some meetings are between instructors and elders, some are between the freshmen and sophomores combined, some meetings are of student unions, some gangs and there are some solely run by sophomores and some solely by freshmen.
All with different agendas.
